Rehabilitation
The City's Residential Rehabilitation Program allows property owners to improve their property values at little or no cost to the owner.

Rental Assistance
The City of Encinitas offers a rental assistance program to very low-income households in Encinitas.  Unfortunately, there is a waiting list, so the rental assistance program can not provide immediate or emergency assistance.  Click here to view the Rental Assistance Application in PDF format.  If you do not live or work in Encinitas, we can refer you to another Housing Agency that will be able to give you a residency preference.  For further information, please call (760) 633-2723.

Office of the Mobilehome Ombudsman
The State’s Office of the Mobilehome Ombudsman receives and processes complaints relative to living in manufactured homes and mobile homes.  HCD provides information and other assistance to help resolve complaints generally related to park health and safety issues and unlawful sales practices.

A Guide to Mobilehome Park Conversions

Mobilehome Park Resident Ownership Program (MPROP)
A State loan program for the purchase (conversion) of a mobilehome park by a resident organization, nonprofit entity or local public agency; rehabilitation or relocation of a purchased park; purchase by a low income resident of a share or space in a converted park.  Please visit the California Department of Housing and Community Development’s loan program publication and description at http://www.hcd.ca.gov/fa/mprop/. On February 18, 2009, the City Council established a policy of intent to assist the resident purchase of mobilehome parks when a mobilehome park is offered for sale and funds are available. Please contact City staff for more information if purchase of a mobilehome park is an option and pursued.

Mobilehome Disaster Preparedness
A major earthquake or serious disaster can seriously affect residents and their homes.  Working together, mobilehome park residents and management can significantly reduce the impact of a disaster for everyone.

Mobilehome Residency Law (MRL)
In 1978, the state legislature enacted the California Mobilehome Residency Law (MRL), Cal. Civ. Code Section 798 et seq.  The Department of Housing and Community Development (HCD) oversees issues relative to the MRL and rules and regulations for mobilehome park tenants and management.  Since 1978, a number of sections have been amended and others added to the Code.

Mediation Services
North County
Lifeline is a source of mediation services for Encinitas mobilehome park residents. North County Lifeline does not charge for mediation services – they are free. (Fair Housing).
