The City of Encinitas Website works best with the following browser versions:

PURPOSE The City of Encinitas owns and operates this website as an information service to its residents and to the public generally. This website is a supplement to, and not a replacement for, information available from city offices. The City reserves the right to determine what information shall and shall not be placed on this website.
PROVISIONS
1. Accuracy
The City strives to present current and accurate information on this website, but does not guarantee either the accuracy or currency of information posted here. In the event of a significant difference between the information on this website and official information available at city offices, the official information should prevail.
2. Email Comments on Public Hearings
Comments on public hearing items which are submitted by email will NOT automatically become part of the official record of such proceedings, unless required by law. Persons wishing to comment on public hearing items should attend the public hearing and express themselves in person at the hearing, or if the notice of a particular hearing allows written comments, then comments may be submitted in that manner.
3. Notices of Public Hearings
When the City places notices of items on this website, scheduled for upcoming public meeting or hearing, it does so only to facilitate public access to such information, as a supplement to the legally required methods of posting notices.
4. Email to City Officers and Employees
Persons submitting email comments or questions to the City, or to City Officials or employees, should understand that, just as with written or mailed comments, their privacy and confidentiality in such communications cannot be assured. As with mailed or delivered comments, comments sent by email may become subject to public disclosure under the California Public Records Act and/or as part of the discovery procedure in a civil lawsuit.
5. Reporting Violations of City Ordinances
Code Enforcement violation complaints must be submitted in writing. These require an original signature to process.
6. Requested Notice on Particular Items
California law provides that a person or entity may request personal notice of all public hearings on certain matters. The City will provide such notice via email only if such a requester waives in writing the right to receive such notice by postal mail. California Government Code section 54954.1 provides that any request for mailed copies of agendas or agenda materials shall be valid for the calendar year in which it is filed and must be renewed following January 1st of each year. 7. Linking Policy
This website links only to the websites of various other governmental entities or
private organizations and agencies regulated under the auspice of state or
federal governments (e.g., utility companies) and organizations City Council
directly approves funding for from the General Fund. In addition, at
its discretion the City may provide links to external sites that provide
government or civic related information and/or services in a way that is not
available on an official government website, and to external sites that provide
the public with information or access to the arts, humanities, culture,
recreational activities and education. The City Manager's office will grant
linking requests based on the above criteria.
8. Confidentiality
The City does not sell, rent or distribute lists of persons who send Email messages to the City, or who request automatic responses from the City. However, the records relating to the City’s website, including Email addresses of people who have sent Email to the City, may be subject to disclosure under the Public Records Act. The City’s database of City contacts, which includes Email addresses, may be used to notify the public of official City information.

The City of Encinitas is committed to providing online information and services to the public in the most accessible manner feasible. A major component of the City’s ongoing Electronic Government (E-Government) Implementation Project was the redesign and relaunch of the City’s official website in December 2004. In line with the City’s commitment to providing accessible public information, a key objective of the redesign was to ensure that people with hearing, visual, mobility, and other disabilities have equal access to city-provided information and services on City of Encinitas websites that use internet technologies.
An ongoing part of the project is to bring city owned and operated websites into basic compliance with emerging web accessibility guidelines including Section 508 of the Rehabilitation Act (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998, regulating Federal agency electronic and information technology (http://www.section508.gov/); and guidelines developed by the World Wide Web Consortium Web Accessibility Initiative (WAI) (http://www.w3.org/WAI/).
The Information Technology Department team is responsible for site-wide accessibility. This responsibility includes dissemination of City accessibility guidelines and subsequent updates to appropriate persons. Appropriate persons include, but are not limited to, all City staff who are responsible for Web content development and any consultant or vendors who develop content and online applications for a city web site. The City’s web team continually reviews City owned and operated websites and modifies pages to remove accessibility problems for people with disabilities.
Actions taken by the City’s web team and consultants to make information and services more accessible online include but are not limited to the following:
A text equivalent for every non-text element shall be provided (e.g., via "alt", "longdesc", or in element content).
- When a web page requires that an applet, plug-in or other application be present on the client system to interpret page content, the page must provide a link to a plug-in or applet that complies with §1194.21(a) through (l).
- When electronic forms are designed to be completed online, the form shall allow people using assistive technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues.
Accessibility Disclaimer :
- The City’s website is a dynamic system with large amounts of content and information being published on a regular basis. While this allows the greatest amount of information to be provided to the public in a timely manner, it may also result in some pages and content temporarily falling out of compliance with current accessibility guidelines. The City’s web team will attempt to remedy all such compliance issues in a timely manner.
- The City utilizes a software content management system (CMS) to assist in the effective management of content and web publishing at the site. It should be noted that some accessibility testing programs run on the City website from the outside City network may read certain content managed pages as not accessibility compliant when in fact they may be.
- Occasionally and only for a specific need/purpose the City may publish content or provide an electronic service that is not fully compliant with current accessibility guidelines. In such cases the City’s web team will disclose this information at the website and provide instructions, if applicable, for alternatives to access the information or service provided.
- While the City will continue to strive to make information and services provided at the City’s website accessible to persons with disabilities, the City has no control over and is not responsible for software programs including accessibility aids installed on individual user’s computers that may render content at the City website more or less inaccessible.
- The City has no control over and is not responsible for the accessibility compliance of non-city owned and operated websites that may be linked from a City web page.
